I used to keep rats, and those little buggers hated having their claws clipped. Most of them didn't need it though, some of them did get long claws. The trick was to put a piece of rough wood in their cage as a ramp, and it would wear their claws down as they scuttled up and down it.

Have you considered carpeting your stairs with sand paper? This would wear the dogs claws down as he walked up and down the stairs.

If you have a yard or access to lots of outdoor space maybe just train him to dig so he'll wear them down naturally
