According to Wikipedia, fish oil, vitamin E, THC, nicotine, and caffeine are all readily-available neuroprotective substances (however THC is only legal in certain states).

I've also personally had experience with the neuroprotective drugs in the *racetam family (most famously, piracetam) which is legal in most places but may be hard to come by. In terms of neurogenerative substances, I've tried bacopa monnieri, Lion's Mane mushroom, and royal jelly but only felt neurogenerative-ish effects from the first two of the three (whereas all of the B vitamins in the royal jelly end up helping keep me energized throughout the day, but not feeling any smarter).
