What was up with Riker giving Ro shit about her earring while Worf gets to walk around with his Klingon participation trophy on his chest? Was he just being a dick because Ro did a bad and got her Wellington crewmates killed? Or is he just racist against Bajorans?

That was my assumption. With Worf it's probably still against regulations so he applies his discretion and allows it but he's not inclined to do the same for someone with such a shitty reputation. Or perhaps Starfleet is far less forgiving of religious wear than it is other cultural accessories.

Well we do know that canon Cardassian flirting is to argue so perhaps the entire Cardassian thought the 50 years of Bajoran terrorism were just them being tsundere. That's obviously why Dukat likes Kira so much for one thing.

when captain jellico took over the enterprise d he forced deanna troi to wear a proper uniform, but i don't think he made worf remove his sash. it seems what you are or aren't allowed to wear depends on the whims of the captain or first officer and whether he like you or not.

everyday is casual friday for troi under picard but not under jellico.

although to be fair her earring is obnoxious and probably jangles around making noise and might get stuck on something or fall off into a warp core or something. doctors generally aren't allowed to wear jewelry same with engineers on the job. because it can get in the way, not often, but often enough that the simplest thing is a blanket ban on such adornments. one person allowed to wear ear rings and before you know it everyones got jewelry on inevitably problems arise.
