This is really frustrating me; This UNDP report appears to have been wiped off the internet. I cannot find it anywhere, but there is a record of it on the UNDP's website

I can't find anything either, which is frustrating for sure something like the UN should be way more on the ball keeping their archived material accessible.

Looking into it, I can't find copies of most other 2002 Human Development reports though, so I'm guessing its just poor archiving and not scrubbing, this stuff is super niche and it's just a miracle of modern technology that grease bags like you or me can find our way to any of it and practice pirate geopolitics.
From what I can tell it was actually published by the Libyan government with the original text in Arabic, so if you can read that you might have better luck looking through Arabic sources.

Gave me a big think googling it and finding a bunch of recent think pieces about how post invasion Libya needs more decentralization though.

I went back through web archive and searched the UNDP's site, and found reference to the report that's in arabic only.

Of course this raises more questions

Is it because the UN generally leans towards centralisation?

My field is languages and education and I'm currently writing a paper that will tackle how UNESCO advocates for a mother tongue education strategy that suggests mother tongue education only up to primary school and then a switch to the national languages after. Such a policy might be useful for some, but it will also disempower many ethnic groups who have been developing curricula for high school and beyond in their own languages. This is why decentralisation appeals to me as a study point.

This might be true, but they are hypocritical about it if so. Directly in the foreword to the 2002 UNDP HDR the UNDP writes,
