I got hold of a bunch of led panels rated 36W 3850 lumens 4000k
now for the strange part when i took it apart the LEDs are not aimed down but sideways shining into the frame where there is some kid of white diffusion plate

It's a backlight for an LCD screen. Do you really think you can grow fat buds if you pointed your monitor at the plants? You need a normal light. I recommend HPS or MH.

You can probably keep using the strips and the part of the frame they are attached to.
If you build your own frame about like this picture it might work.

It won't be as good as using Samsung strips with high efficiency (I've got Samsung H inFlux) but should still work fine.

Just keep in mind you need about 400W per sqm (Or about 40W per sqft for the non-metrically inclined) of light.
You can vary that by alot , just be aware of the general rule of thumb figure for optional results.
