Soil is wet, so may be from over watering.

But pretty new to this game.

Any idea why it is drooping?

My other plant is doing fine.

your overwatering (in reality it's actually a lack of oxygen in the rootzone, airpruning pots for instance are a lot less suceptible to this), Cannabis doesn't like 'wet feet'. Overwatering causes drooping in just the leaflets without drooping in the stem. Underwatering causes a more general drooping.
