That's not how jammers work. They shit out strong signals on many frequencies and it blocks everything else. Doesn't need to be specific, just powerful.

And you could make a jammer that will stop phone calls, and it's something that's in use by the .mil. But it's not going to stop a pressure plate or a dude waiting with 10 buddies and a long wire with a switch just waiting along the road. There is a reason IEDs are such a big deal. Even vehicles designed to take the blast of one aren't expected to be operational afterwards.

I've seen books for sale, but explosion magic is a dangerous thought. People suspect you would destroy, not disarm. Thus it's a high price point item.
With either one big moment saving the disbelievers, or no payoff and a lifetime with terrifying knowledge.

Most cars run on controlled series of explosions from the liquefied remains oil if I'm not mistaken. The power to move a two ton death trap at speeds in excess of yo mama's ass crack. Skidmarks.
