This here is called a Welrod. It's basically a bolt action suppressor with a magazine. There's a very similar gun today that's marketed to veterinarians.

the "dart" isn't a dart, it's a shaped pellet made purely of the poison that completely dissolves while embedded in the target. Only trace is a small red dot.
