Seems like others in the area are able to adapt to it fine.
Also lost on why it would be a western society thing, wouldn't it be any urban area with modern accommodations, water heaters, air conditioners, fans, dishwashers, laundry machines etc. In any urban area in Russia, or China, wouldn't this be just a prevalent, if there's enough people living close together like in an apartment complex? How is "western society" coming into it?
I'm aware of things like light and noise pollution, being especially a problem in cities, but your complaint is not one I hear often, it sounds like you have a particular sensitivity/issue that's affecting you uniquely, especially if things like earplugs and ambient noise from fans or white noise isn't helping.
My own experience in the apartment I currently live in, for what it's worth, I had a similar issue. I had upstairs neighbors, and the building I live in is old (built in the 70's I think), so there's significant creaking, and this was particularly a problem at night, when the heavy footed dude upstairs would get up early in the morning, or throughout the night, the creaking would maddeningly wake me and my gf up constantly. Learning to properly use earplugs and settings up fans was plenty in my case, but I'm a particularly light sleeper, so I knew it was more an issue unique to me than something actually wrong.
Nature is also always making noise too, its summer hear and the cicadas are deafening at times, and the bird in the morning can be a pretty shrill wake up call, as well as the cats that live around meowing for food (partially my bad because I feed them). Noise is a pretty constant feature of life, and people tend to adapt just fine. I would really try and find some kind of counselor, therapist or other professional who might be able to shed some light on this, because something is definitely up here, and your responses are just making it odder, honestly.
