Has been around for over a decade.

https://en.wikipedia.org/wiki/List_of_wireless_community_networks_by_region
This is by no means a complete list, and yes it's basically non-existent in the US.
Ironically a largely suburban environment works best for these kind of mesh networks and then it will probably be labeled as "socialism".

To be honest the sympathy I have for Americans regarding their shitty Internet has limits. You basically just have to vote for semi effective anti-cartel laws.
But no you don't want "Big Guberment" amirte?

It's simpler than that. USAians can't seem to work together but see themselves as "hot shot rebels". It's like the wild west never ended.

Cool video. Used to work with a guy, well we would talk, he had his own ISP he started; for many years. Best game in town. For a small dependable ISP.

A company not to name, he wanted to move on to other things, so he sold it. He signed papers, had no legal representation, (which he should have) but kinda a trustworthy person. They used their powers to not only take his business for nothing in return, but he owed the corporation tens of thousands in the end.

Seems windows 10 had similiar issues, https://www.extremetech.com/extreme/209208-windows-10s-new-wifi-sense-shares-your-wifi-password-with-facebook-outlook-and-skype-contacts.
I stick with win7 pro.
10 is too busy. Reinstall a fresh 10 by default, discard most if not all manufacturer built in 'helper software.' Like stuff that you can contact say Dell for tech support. Automatic manufacturer software updates. Just keep things to windows 10, and favorite software.
When reinstalling, do things manually. Let me choose my own settings. Then keep
digging. Again, it has too much going on. I turn off cortana, or whatever right away.

Win 7 support to end in 2020. I hate microsoft.

On topic, the world needs more dependable small ISPs. Big ISPs seem to not care at all.
