tldr; no

This was done on the Mythbusters years ago;
However, the lift is generated because of the air moving over the wings, in the mythbusters case, the air was blown over the wings by the prop. As a 'normal' jet has its engines under the wings,
I hypothesize that this would produce insignificant airflow over the wings, thus not producing lift.

The treadmill has no effect on the engine being able to create thrurst regardless of propulsion type.
The plane won't be able to take off because the wings are wider than the vertical supports and either the planes forward motion will be stopped or the wings will be too damaged to fly.
