What are some places I can move to that have:
  1. Low cost of living relative to US
  2. Speak English

I was looking heavily into Belize, but they don't have nice sites like indeed.com over there. I assume the only jobs available are working bars and cracking coconuts.

I would go to Colombia. That would be sweet and I don't think it's quite as violent as the rest of the South American countries. If you buy n the street, any self respecting user will have a dealer who house calls. Of course they run on drug-dealer time like pretty much anywhere else. Its safe here, it cann get hairy if you look for it, but you'll not likely be targetted on the streets, if anything you'd probably be safer than I am (I'm Latino), no one really fucks with foreigners that much, there's a bit of an odd natrual deference going on. All annecdotal but I've been here two years, gone literally everywhere in this city and about the worse thing that happpened was getting stuffed with a fake bill when I was at a bar my mother would not approve of (still worth it).


check computrabajo.com.co, its the largest job bank here, dozens of jobs either for teaching or CS work, pay is decent to good for local conditions, but won't ammount to a hill of beans in dollars. Cost of living is minimal here, other than rent ,which tend to get pricey to not live in a rathole, I prbably spend about 200 a months in basic necesities, the rest is gravy.

Zambia. There are bound to be plenty of computer science jobs in the capital city because of how fast it's growing. And there are lots of vast, sparely populated woods and natural areas outside the few cities if you're into that.

You're generally paid to be there, housing and return flights are standard on pretty much any contract where you're hired overseas in a professional position, this usually has a lot do with visa requirements, most countries are not immigration friendly as western europe/north america (in a lot of jurisdictions your employer is your guarantor and on the hook if you get into shenanigans). Going anywhere legally without some in demand-quals (STEM) or having a job a priori isn't possible unless you're backpacking and doing donkey work under the table, paid at local rates (i.e. fuck all)...teaching english and some kinds of hospitality work are viable, especially in Asia, but not what the OP was looking for
