Obviously it's the capital of Washington but the population is growing and estimated at 50,302. Friendly people I'm assuming that would be something for you to find out or someone from the city to tell you. If you're looking for a one bed, one bath apartment for under $800 a month you're in luck. Public transit is Intercity Transit for buses, which in 2009 the American Public Transportation Association gave Intercity Transit the America's Best Public Transportation System award for the mid-size category so seems good. For rail it's just Amtrak. But yeah there you go.

I lived there for about 6 years. All of my neighbors were Military stationed at Fort Lewis, so my neighbors changed alot so I never really got to know any of them very well. It's a nice place.

Public transportation was so cheap that I could go to either Portland or Seattle barley breaking a 10 dollar bill.
