Legalizes growing a max of 3 adult and 3 immature plants at the same time and allows people to possess up to an ounce of flower or 5 grams of concentrate. If you grow more than the 1 oz limit you can keep it in a safe place, you just can't carry around more than 1 oz on your person. If you are caught with between 1-2 oz of flower or 5-10 grams of concentrate it's a civil offense punishable by fine or community service but no jail. If you have a doctor's note apparently you can have as much as you want. Smoking in a public place is a civil offense punishable by a fine of up to $500. There is a "compassionate use fund" that can provide free or subsidized weed to people who are in some sort of medical assistance program or veterans program. The only majorly bullshit thing about it is that they are only planning on licensing a max of 88 growers. Shit is ridiculous.

The bill is still in committee so it you live in MD now is your chance to give them input on what you would like changed. You can look up your delegate here: http://mgaleg.maryland.gov/mgawebsite/members/district
